On 13 October 2017, the Bali Process Consultative Mechanism was activated for the first time in response to irregular maritime migration events unfolding in the Myanmar–Bangladesh border region, the Andaman Sea, and the Bay of Bengal. The activation marked an important milestone in the Bali Process, demonstrating its capacity to respond swiftly and collectively to sudden and complex migration challenges in the region.

The inaugural Consultation Mechanism meeting was co-chaired by Indonesia and Australia and held in Jakarta, Indonesia. It brought together Senior Official representatives from the Bali Process Steering Group and affected countries, providing a forum for frank and confidential dialogue. The meeting allowed participants to share situational updates, consider the humanitarian and security implications of the crisis, and explore options for cooperative responses.

By facilitating open discussion in a trusted setting, the Consultation Mechanism strengthened collaboration between key stakeholders, reinforced the commitment of members to regional cooperation, and underscored the importance of flexible mechanisms within the Bali Process to address urgent and emerging migration challenges.
