The second activation of the Bali Process Consultation Mechanism was convened in Jakarta, Indonesia, on 19 April 2023, in response to recent irregular maritime movements in the Andaman Sea. The activation underscored the ongoing challenges faced by the region in addressing irregular migration by sea, including humanitarian risks for vulnerable groups, threats posed by people smuggling networks, and the wider implications for regional security and stability.
Co-chaired by Australia and Indonesia, the meeting provided a confidential forum for frank and constructive dialogue, enabling participants to share situational updates, exchange perspectives on national responses, and consider avenues for enhanced cooperation. Discussions centred on identifying practical outcomes that could be taken forward collectively by Bali Process members. The activation reaffirmed the value of the Consultation Mechanism as a flexible and responsive tool for addressing urgent and emerging migration challenges.
